Tough to sell because it has some technical problems. I really like this shot and the technical problems might be able to be fixed. The biggest issue is apparent when you look at the image at 100%. See the jagged edges all over the image? That is called “artifacting.” It is sometimes introduced by the camera but can also show up after post-processing. You may be able to re-work the image and solve that problem.
There may be an additional issue of “noise,” which is common in low light and long exposure night shots.
Composition:
- Well balanced.
- Good use of natural light.
- Love the dramatic light.
Improvements:

- The composition might be more interesting if the horizon line were not centered. See Rule of Thirds, in the eletter archives. (Minor issue since you got the building on the thirds).
But wait a minute… this is a beautiful photo. How could it be so tough to sell? And what does the professional critiquer mean by artifacting?

You can’t see it in the smaller version, but viewed at 100%, the dark areas of this image have speckled, uneven color and jagged edges that are characteristic of artifacting.
That’s why it’s not saleable as stock.
But you can easily avoid artifacting in your photos… plus hundreds of other quick-fix errors that could stop your shots from selling.

- It’s a bit underexposed. It would have to be lightened, which might present other issues to deal with at that point.
Composition:

- Good, clean lines that draw the eye into the picture. In this case I do wish that there were a little more room to the right, with the reflection on the water and the action of the shot being the water falling from the bucket. But even so I still like it.
- Interesting s-curve.

- The composition might be more interesting if the action of the shot were not so tight to the edge, with a little more breathing room.
